Congressional Oversight: Public Funding, Public Trust

As a federally funded nonprofit established by Congress in 1974, ºÚÁÏ×¨Çø is subject to regular and robust oversight by both the executive and legislative branches of government.

 

Oversight Highlights:

  • ºÚÁÏ×¨Çø reports annually to Congress, providing detailed updates on operations, financial performance and program outcomes.
  • ºÚÁÏ×¨Çøâ€™s Board of Directors is appointed by the President and confirmed by the Senate, ensuring bipartisan accountability. The Board is required to be bipartisan in its makeup, ensuring no more than six members of the same political party on its eleven-member Board.
  • Congress exercises ongoing budgetary and programmatic oversight through appropriations hearings, written reports and direct engagement with ºÚÁÏ×¨Çø leadership.

This process guarantees that legal aid delivery remains aligned with national priorities and that funds are used efficiently, effectively and lawfully.

The Code of Federal Regulations lays out compliance standards for ºÚÁÏ×¨Çø and all its grantees, covering everything from eligibility requirements to permissible activities.

The Inspector General Act created an independent ºÚÁÏ×¨Çø Office of Inspector General. The submits a Semi-Annual Report to Congress twice a year.
